Liz Sweeney is a municipal advisor, governance leader, and public finance consultant with over 25 years’ experience in public finance credit, financial analysis, rating methodologies, and municipal advisory. Her expertise spans all municipal and non-profit sectors.​ She is a Registered Municipal Advisor (Series 50) and Municipal Advisor Principal (Series 54) with the SEC and MSRB.

Liz was a 2021-2025 board member of the Municipal Securities Rulemaking Board (MSRB - the primary regulator for the $4 trillion municipal securities market), and a 2019-2023 board member of the University of Maryland Medical System (UMMS - a $4.5 billion academic healthcare system in the mid-Atlantic).

 

Prior to founding Nutshell, she was a managing director at S&P Global Ratings, where she conducted objective, in-depth credit evaluations across the public finance spectrum, providing insightful opinions about the strategic, financial, and operational risks of public finance borrowers. She also served in a senior credit policy and risk management role as S&P’s criteria officer for US Public Finance, responsible for a portfolio of credit rating methodologies utilized to assign ratings to over 22,000 public finance obligors.

 

She holds an MBA from NYU’s Stern School of Business, a BS from Georgetown University, and a Certificate in Healthcare Management from NYU’s School of Professional Studies.
